Our know-how in terms of international standards and data sources applicable to different scales, contexts and purposes allows us to develop a variety of urban studies based on indicators.
We are specialists in helping understand and visualize cities and territories. We use diagnosis tools, city indicators benchmarking, urban activity and metrics monitoring, and Big Data analytics.
Smart and sustainable cities and territories strategies
We collaborate with both local administrations and private entities in the development of smart and sustainable planning strategies.
We provide our expertise in the planning and design stages, aligning the plans and strategies with the Sustainable Development Goals and the 2030 Urban Agenda.
We implement leading solutions on diagnostics and design, with the addition of participation and consultation tools.


Evaluation of city policies, projects and strategic plans
We have experience in assessing compliance and socio-economic impact of smart cities and territories plans, policies and projects.
We carry out the evaluations through the selection of urban indicators, the consultation with stakeholders and by checking with predetermined goals and international quality standards.
Besides creating reports, we use striking state-of-the-art visualization tools to show the results, making the data dynamic and attractive to work with, and thus enabling transparency.

Evaluation of the Alcobendas 2020 Design Strategic Plan
In 2013, the City Council of Alcobendas defined its Strategic Design Plan Alcobendas 2020. In order to measure the degree of compliance with its strategy, Smart&City has created a system of urban indicators whose result has allowed to evaluate its real impact in the city. Likewise, its alignment with the Sustainable Development Goals has been proposed. This project has been included as a good practice within the Excellence in Management Club .
Smart & Sustainable Planning for Xiongan New Area
In collaboration with the Ricardo Boffil Architecture Workshop , Smart&City has participated in the restricted international competition for the new Xiongan area south of Beijing. Thanks to our study of socio-economic indicators in the region, we have developed the smart & sustainable city strategy , which has included simulations, the implementation of the 5G network and its associated sensors network, together with a comprehensive analysis of the integration of ecology urban area of the new area.
The Sustainable Development Goals in 100 Spanish cities
In collaboration with REDS-SDSN (The Spanish Network for Sustainable Development), Smart&City has developed a system of urban indicators that are a tool to support local administrations in assessing progress in the implementation of the 2030 Agenda. This is a pioneering study that places 100 Spanish cities in relation to the degree of compliance with the SDGs.
Review of Urban Indicators Methodologies
Cities lead a new role as catalysts for the global economy. New urban challenges need a holistic and analytical approach through city metrics. There are numerous city assessment methodologies that measure the impact of smart strategies and compare solutions. They try to analyze the intelligence of the city, but they differ in their objectives, metrics and results. More than 80 methodologies of international indicators have been evaluated in order to identify their limitations and clarify which parameters should be measured to achieve maximum efficiency in the management of resources.
Relations between indicators of the ISO 37120 standard
The main objective of this study is to have a first approximation of how the main and secondary indicators defined by the standard relate to each other. This standard gives assigned indicators to the city, but does not offer guidance on the urgency or relevance of dealing with some issues over others. Knowing from an objective perspective the interrelation between its indicators constitutes the first step to define a critical path of factors to be solved in the way towards sustainable development of a city, marking the priorities of the actions to be undertaken.
Evaluation of Open Government Portals
The Administrations are committed to a horizontal Open Government strategy, with the aim of promoting transparency, open data and participation in decision-making. Most of them carry it out through web portals that allow access to public data for citizens or companies. The objective of this paper is to evaluate the state of these initiatives; identify the best practices within their strategies; demonstrate gaps such as lack of standardization; evaluate the quality of data on formats, utility and obsolescence.
